The U.S. paper bag industry is embroiled in a significant trade dispute, with domestic manufacturers seeking protection from what they claim is unfair competition from foreign producers. The petition filed by Novolex Holdings LLC and the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union aims to impose antidumping and countervailing duties on paper shopping bags imported from several countries.
